Metanet Protocol

The Metanet Protocol is the protocol that defines the overlay graph structure for Metanet DAGs inside the Bitcoin blockchain. Both the Metanet and the Bitcoin Blockchain are DAGs, but the structure of the two graphs are unrelated to each other.
