The Base Point G is defined by the property that on an elliptic curve, G creates a sub-group and all points on the curve can be represented by the form of n*G, where n is a big number and G is a point on the elliptic curve.

Note that * denotes scalar multiplication rather than standard arithmetic multiplication.
